Errata: On the RS rows for both the long and short sides, the * should be after the k2tog. For example, on the long side:

Row 1: K2tog, s1, make curlicue (12), psso, k1. Repeat * to * until 2 sts remain, k2tog.

The Row 1 on the short sides remains correct as there are no k2togethers in that row.
