This cowl is knit in-the-round from the bottom-up. Stitches are cast-on provisionally and joined later to live stitches for a turned picot hem. A simple and easy-to-memorize lace pattern is worked for the body of the cowl which gets is tapered shape by decreasing needles sizes as you progress. A turned picot hem is then worked at the top.
