Cabled Shoulder Bag
The pattern uses the Turkish cast on, for which there are many tutorials available on the internet, one being here:
http://www.theknitter.co.uk/2010/09/30/turkish-cast-on/
It is entirely possible to knit without the Turkish cast-on, but you would need to sew the bottom of the bag closed.
The cables for the bag are charted, not written out row-by-row.
Finished size in given yarn is approx. 37cm wide, by 9cm deep by 27cm tall.
