This is a fairly easy piece, at least an advanced beginner. The main body is worked in one piece in Single Crochet through the back loop and Half Double Rib. A collar and bottom piece are picked up and worked after the main body is complete.

The piece is sized S, M, L (the Large is shown in the photo) and is easy to adjust if needed using pattern notes and the schematic showing finished measurements.
