Italian cast on is one of the details, but If you don’t know the technique, you can cast on stitches the way you like.

Gauge
Before wash: 20 stitches & 41 rows = 4” (10 cm) in Fishermans rib
After wash and blocking: 18 stitches & 42 row = 4” (10 cm)
